一群怪家伙，三个好小子，一场欢乐逗趣的疯狂大赛
满清腐败, 大好神州竟遭列强割据满清覆亡后, 军阀们又趁机窜夺地盘。
舒大帅乃北方六省督都, 生性好色嗜睹, 输了部队的粮饷。舒大帅只好向六国银行贷款, 并被迫举办一场国际运动会。
舒大帅特从英国请回一牛津大学体育博士的胡瓜, 为训练运动员的总教练,因其部队皆已输给其他军阀, 只得在地盘内到处拉夫, 一时北京城内鸡飞狗跳, 集合了一批贩夫走卒, 偷抢拐骗的杂牌军为其效力。
这里面有中国最后一个太监莫少聪, 有收地头税的歪哥,有诱拐别人老婆的彭恰恰, 有卖猪的阿国, 当扒手的小虎, 还有骗吃骗喝的无赖小胖, 大胖, 及一票颐春院的*女。
集训期间胡教练因材施教, 居然使得众人发挥了自己都不晓得的潜力, 大家对胡教练不仅佩服的五体投地, 终于在国际运动会场大展身手, 击败六国运动代表, 获得最后胜利也使得中国人扬眉吐气。
