安（奧黛麗·赫本飾）是一位皇室的公主（片中並沒有提及具體國家）。她正在對歐洲的一些首都進行公開的訪問，包括羅馬。一天夜晚，她對她第二天將要進行的非常緊張的公務感到難以承受而變得情緒失控。她的醫生給她注射了一針鎮靜劑來幫助睡眠，但是公主悄悄地離開了她所在的大使館，希望自己來體驗真正的羅馬。

不久，鎮靜劑開始發揮效力，公主在路邊的一張長椅上睡著了，並被一位美國記者喬伊·布萊德利所發現。由於雙方並不認識，他給了她一些錢讓她坐計程車回家。但是非常睏倦的「安雅·史密斯」（她本人如此自稱）拒絕合作。最終，出於安全考慮，喬伊決定讓她在自己的公寓度過一晚。一開始，他對她王室一般的舉止感到非常好笑，但是當發現她占據了自己的床鋪，喬伊感到很不高興。他沒有叫醒她就直接把她移到一把躺椅上。第二天早上，喬伊發現自己起晚了。慌忙中他沖出門去上班，沒有顧及她。

當他的主編韓納西責問他為什麼遲到，喬伊撒了謊。他聲稱自己已經參加過了為公主召開的記者見面會。當喬伊開始有頭有臉地編造所謂的見面會上的細節時，韓納西告訴他根本就沒有什麼記者見面會，因為公主突然「生病」了，原來准備進行的見面會也告取消。喬伊看到了一張公主的照片，並認出了她就是昨天晚上自己遇到的那個年輕女子。最後，喬伊和韓納西打賭說他能夠寫出一篇有關公主的獨家報道，以逃過主編的斥責。

喬伊意識到著名的公主在他的房間中，他彷彿感到自己面對的是一筆飛來橫財。他小心地隱藏自己媒體記者的身份，主動提出帶安雅在羅馬參觀。後來當他遇到自己的朋友，照相師歐文·拉多維奇時，事情變得更加順利，因為他的朋友對暗中拍攝的本領掌握得非常嫻熟。這時安雅卻不願意讓喬伊陪同自己而獨自離開。

享受著這樣的自由（平時她總是有永遠沒有盡頭的公務與訪問），安雅心血來潮地在一家理發店把她的頭發剪短。喬伊悄悄地跟著她，並且「意外地」再次遇到她。他們用了一天時間在羅馬周遊，去了很多景點。在真理之口，他們看到了一個據說能夠咬下說謊者的手指的石雕。當喬伊把他的手拿出來時，他把手藏在了袖子里使之看起來像是被咬掉了。當安雅大聲驚叫的時候，他卻把手重新從袖子中拿出了並大笑。後來，安雅告訴喬伊她一直以來的一個夢想，那就是做一個普通的女孩，過一種常人的生活，而不需要承當作為公主那麼深重的責任。那天晚上，當兩個人在一隻小船上跳舞時，政府官員找到了她，並且試圖把她護送回去。但在一陣混亂中，喬伊和安雅巧妙地逃脫。在這短短的一天里，兩個人逐漸墜入愛河，但安雅知道雙方的關系是不可能持續的。在極度的痛苦中，她和喬伊道別，並且回到了大使館。自始至終，她都沒有主動說出自己真實的身份。

在這天所發生的一連串事件中，韓納西逐漸了解到公主並不是像大使館聲稱的那樣生病了，而是失蹤。想到喬伊和他打的那個賭，他立刻懷疑喬伊知道公主在哪裡，並且試圖讓喬伊說出來，但是喬伊始終說自己對此一無所知。照顧到喬伊對公主的感情，歐文最終勉強同意不再出售自己所暗中拍攝的公主照片。

第二天，安公主出現在了推遲舉行的新聞發布會上，並且對喬伊和歐文的出現感到驚訝。歐文用香煙盒狀的袖珍照相機拍了一張照片，而這正是他在前一天秘密拍攝公主照片的方法。歐文將這些照片還給了公主，當作「公主在羅馬的回憶照片」。喬伊間接地讓公主知道，她的秘密將永遠不會外泄。而公主，當回答記者的提問：「公主殿下旅途中最欣賞哪一個城市？」的問題時，在一串外交辭令之後，終於流露出自己的真情：

"Rome,by all means, Rome. I will cherish my visit here in memory, as long as I live! "

「羅馬，當然是羅馬。我會用我的一生來珍藏在這座城市裡度過的每一分鍾。」

新聞發布會結束了，公主離開了大廳。只有喬伊默默地站著，深沉地思索著曾經發生的一切。
